Registration process is confusing for parents

Parents have to create a student profile first and then register for an activity but for some reason, AHQ allows parents to submit an incomplete information to the activity and allows them to submit a signature which is a requirement of submitting the form. Parents shouldn't be allowed to submit an incomplete registration. It makes our jobs harder because now we have to contact parents and tell them their application is incomplete and they get upset and annoyed that they have to complete extra steps.
