Allow Roadmap's feature page to work even if standalone is not enabled

Client is using the roadmap feature that they enable to be visible to their users. They DO NOT have a standalone page visible. Expected None of the feature requests are linked. Actual Any visible feature requests automatically link to the standalone page, even though it is disabled. When this happens, the user clicking the link is redirected to getbeamer.com since the standalone page does not exist.
