The general background statement is the first sentence in the Task 2 essay.
Its purpose is to introduce the reader to the topic.
It should be neutral and factual (unless you decide to state your opinion right from the start).
Many people paraphrase the test question.
I don't always recommend this, but if you choose this option, use the question to guide your choice of tense.
And try to keep your tenses CONSISTENT.
As a general rule:
Nowadays/ these days = it’s happening now (Present Continuous) OR it’s a new, general habit (Present Simple)
In recent years, over the last decade = it’s been happening for a few years (Present Perfect simple/continuous)
In the past = it's firmly in the past (finished) so use Past Simple and/or 'used to'
In the question that we tackled on Saturday, the language tells us this is a new development that is still happening (growing, trying).
So you could paraphrase this e.g.
These days, more and more people are turning to alternative medicines rather than seeing their family doctor.
