Progressive Scheduling: Primary and Overbooking Schedule

Is it possible to set up the system to allow for progressive scheduling. Example would be to schedule one load each of the 24 hours in the day, then once full - open up the 2nd appointment per hour for customers to schedule next set of loads. Continue process until limit of loads per hour is reached.
