Improving Campaign - Automated SMS Step-Skipping

Currently, the campaign process errors out, requiring manual intervention, when an SMS step is triggered for a candidate who:
Is missing a phone number.
Has a number that fails to receive the text (e.g., a landline).
Request: Implement a feature where the system automatically skips the SMS step and moves on without generating an error in both of these situations:
No Phone Number: If the phone number field is empty.
Delivery Failure: If the SMS service confirms the message is undeliverable (e.g., to a landline or inactive number).
This will ensure the campaign workflow continues seamlessly for all other candidates and steps.
